At least whoever did this, took them to a fire station, instead of throwing them in a dumpster. I think this was a mistake of ignorance, not intentional cruelty. The prior owner obviously wanted them to be found quickly. This probably happened at night, when the animal shelter was closed. This could have been a panicked woman who was escaping an abuse situation in the middle of the night, and didn't want to leave the dogs behind in the home to be abused.
Why are people so afraid to walk in the doors of a shelter and abandon them there. Lie to the shelters and say you found them is better than them suffocating or dying.

Why didn’t they just take the dog to the shelter? Because there are kill shelters and no body wants that. They figured the firefighters would take the dogs and take care of them. I hope they find good homes.

We also have a pot belly pig that someone was going to out down so we have her. One rescue we stole dur to severe abuse and it was only 4 months old. We had to give her neds for infection then she has to have emergency surgery. Dhe has been starved and beaten. The vet removed 2 pieces of bone from behind her eye and a sliver of bone from her skull was removed. Pulled out it eas an inch long. She is good and healthy and all our snimals are love and they are out family
I don't know how you could look into those innocent pup's eyes and stuff them into a suitcase and zip it up. Treating a living, breathing sentient animal like a pair of socks.

Someone knows who did this and they need to contact police. In PA we have "Libre's Law" which includes fine and prison, up to 7 years, for animal neglect.
