Sir, does UE release meas config and CA Config also when it moves inactive state. What spec says for this config ?

As you know the measurements and Carrier Aggregation configuration is corresponded to the the serving cell where the UE changes its state form RRC Connected to RRC Inactive.The mentioned configurations can be different , i.e. each serving cell has its own configuration.Furthermore, the UE in RRC Inactive state can move everywhere in the RNA, so when the UE decides to change its state from RRC Inactive to RRC Connected, e.g. due to paging for incoming DL data, it must send the RRC Resume to the cell it is in, which may not be the last serving cell.We can conclude that every cell which is the serving cell of the UE sends the meas. and the CA Config.
Sir what will be the process if ue is in RRC inactive state and moves out of RNA
In this case , UE should send RRCResumeRequest with cause "rna-Update" to update the RNA.
After updating the location information , UE can be sent to the RRC Inactive state.

It is possible.
For services that are sensitive to latency, it is better to choose a small size RNA. When a large size RNA is selected, more gNBs are involved and less RNA updating occurs but the delay increases.
The choice of RNA size depends on the services used by 5G devices.
