I'm not quite sure I understand when you said you don't need a trigger, isn't the whole point of triggers is to start the automation process? If so, are you then saying that as long as a the step after the trigger is initiated, the workflow will begin? Could you click on the Contact Tag Trigger so we can see how it's configured?
The SMS limit depends on your provider, like Twilio, not GoHighLevel. Providers may have daily limits based on your account and regulations. Check with your provider for exact limits.

Setting up a website will require you to buy a domain from an outside vendor for yourself and your clients ..but that is a cost you will incurr even when using the free plan.

You can set it to 10 per hour in batch quantity and it will do that number :)
