While the ball is spinning in one hand you are allowed to step without dribbling but once you put two hands on the ball the dribble is ended and you must either stop or take your two in the key. Its all about perfect timing. This also covers some of the uncalled 'travels' in Shaqtin because the players are running up the court with the ball spinning in one hand. The rule has been around for ages to help with the flow of the game but recently players have been experimenting with ways to exploit it, including Harden's double step back.
