I think in some way Mother Gothel loved Rapunzel. Also just think the magic flower was hers in the beginning. It was taken from her. But when she steals Rapunzel she really loves her and gives her everything except freedom. Because she was afraid of losing her immortality. I don't really see her as a villain but I see someone very insecure. But she really loves Rapunzel
