Ive watched many of these videos and in almost every one there is a portion that is left unpainted. Why is that?

That's the ways sarees are. The end (the pallu) is often the most embellished part of the saree with the border. As a saree is worn pleated the border must be decorated so it looks better. The top part will be covered with more cloth on top so it won't be seen.
