Used to be the greatest fighter in the world, in a fight against ryu, he lost when ryu lost himself to his evil side, and sagat was sent to the hospital with a pretty deep wound on his chest. After that humiliating lost, he seeked revenge so badly he joined m bison to have a chance to fight ryu again. After doing so he won, but later realized ryu let him win the fight, and after confronting him about it, ryu told sagat that he knew what sagat was going through with the revenge thing, and the whole revenge thing is what drove ryu to lost himself to evil and wound sagat, so it was a way to apologize himself to sagat. Both became friends after this, and sagat went back to Thailand like a hero, like he was before.
The "villains" in the SF canon (excluding Bison) are really just antagonists. They have goals, children, wives/husbands, hobbies and friends. Akuma for example, just wants a proper rival, he doesn't beat on innocents, children or women. He likes fruits, goes bowling, and even talks to other fighters.
