അങ്ങനെയൊരു ബാങ്ക് കേരളത്തിൽ പ്രവർത്തിച്ചിരുന്നു എന്നതും അതിന്റെ വളർച്ച തളർച്ചയുടെ പിന്നിലെ കഥകളും ഒരുപക്ഷെ അറിയാവുന്നവർ ചുരുക്കമായിരിക്കും, പക്ഷെ പഴയ തലമുറകളുടെ ഓർമ്മകളിൽ വർണ്ണം പൊലിപ്പിച്ച ഒരുപാട് സംഭവങ്ങൾക്ക് ഈ ബാങ്ക് കാരണമായിട്ടുണ്ട്.
1955 ൽ ഇന്ത്യൻ നാഷണൽ കോൺഗ്രസ്സിന്റെ ആവഡി സമ്മേളനത്തിൽ ഇന്ത്യയിൽ സോഷ്യലിസം പിന്തുടരണം എന്നൊരു തീരുമാനം എടുത്തതോടെ പ്രൈവറ്റ് ലിമിറ്റഡ് സ്ഥാപനങ്ങളുടെ ദുർദശ ആരംഭിച്ചു. Imperial Bank സ്റ്റേറ്റ് ബാങ്ക് ഓഫ് ഇന്ത്യ ആയി, LIC സ്ഥാപിച്ചു, പുതിയ നികുതികൾ നടപ്പാക്കി. മിക്ക സ്റ്റേറ്റ് ബാങ്കുകളേയുംകാൾ വലുതായിരുന്ന PCB യുടെ മേൽ RBI കൂടുതൽ നിയന്ത്രണങ്ങൾ ഏർപ്പെടുത്തിത്തുടങ്ങി, പുതിയ ശാഖകൾ തുടങ്ങാൻ സമ്മതിച്ചില്ല. എന്നിട്ടും PCB സ്ഥിരതയുള്ള വളർച്ച നേടി. 1956 ൽ നിക്ഷേപകരുടെ ജാതി തിരിച്ചുള്ള വിശദാംശങ്ങൾ ചോദിച്ചത് ഉത്തരേന്ത്യൻ ലോബിയുടെ സ്വാധീനവും ഉള്ളിലിരുപ്പും കൂടുതൽ വ്യക്തമായാക്കി.!
1958 ൽ ശ്രീ മൊറാർജി ദേശായി ഇന്ത്യയുടെ ധനകാര്യ മന്ത്രിയായത് പാലാ സെൻട്രൽ ബാങ്കിന്റെ തളർച്ചയ്ക്ക് ആക്കം കൂട്ടി. 1959 SBT ദേശസാൽക്കരിച്ച ദേശായി, PCB മാനേജ്മെന്റിനോട് നിർബന്ധിത വിരമിക്കലിന് നിർബന്ധിക്കുകയും ഒരു SBI എക്സിക്യൂട്ടീവ് നെ ബാങ്കിന്റെ സിഇഒ ആയി നിയമിക്കുകയും ചെയ്തു.
1960 ന്റെ ആദ്യം ശ്രീ പട്ടം താണുപിള്ള നെഹ്‌റുവിനെ നേരിൽ കണ്ട് കാര്യങ്ങൾ ബോധിപ്പിക്കുകയും മൊറാർജി ദേശായിടെ അദ്ദേഹത്തിന്റെ ഓഫീസിൽ കാണുകയും ചെയ്തു. "താങ്കൾക്ക് എത്ര പണമാണ് നഷ്ടമാകുവാൻ പോകുന്നത്" എന്ന ചോദ്യമാണ് പട്ടം ദേശായിയിൽ നിന്ന് നേരിട്ടത്, താൻ സത്യസന്ധനായ ഒരു ഗാന്ധിയനാണ്, ജീവിതത്തിൽ ഒരിക്കലും ഒരു ബാങ്ക് അക്കൗണ്ട് ഉണ്ടായിട്ടില്ല എന്ന് മറുപടി പറഞ്ഞ് അദ്ദേഹം ക്ഷുപിതനായി തിരിച്ചു പോരുകയാണ് ഉണ്ടായത്! അന്ന് എംപി ആയിരുന്ന സഖാവ് എകെ ഗോപാലനും നെഹ്‌റുവിനെ നേരിൽ കണ്ട് ബാങ്കിനുവേണ്ടി അപേക്ഷിച്ചു. PCB കേരള സംസ്ഥാനത്തിനും ജനങ്ങൾക്കും ചെയ്യുന്ന സേവനത്തിന്റെ സത്യാവസ്ഥ നന്നായി മനസ്സിലാക്കിയതുകൊണ്ടാണ് ഈ നേതാക്കൾ ഇത്തരമൊരു ഉദ്യമത്തിന് മുതിർന്നത്.
പക്ഷെ മൊറാർജി ദേശായിയുടെ കടുംപിടുത്തതിലും തന്റെ കീഴിൽ ധനകാര്യ മന്ത്രിമാർ വാഴില്ല എന്ന പഴി (1949 മുതൽ 1958 വരെയുള്ള 9 വർഷങ്ങളിൽ 5 ധനമന്ത്രിമാർ!) ഉള്ളതുകൊണ്ടും ആയിരിക്കാം, നെഹ്‌റു ഒരു ചെറുവിരൽ പോലും അനക്കിയില്ല. PCB യെ തകർത്ത ദേശായിയുടെ ലാളനകളേറ്റ് അതേസമയം ഒരു ഉത്തരേന്ത്യൻ ബാങ്ക് വളരുന്നുണ്ടായിരുന്നു; അതാണ് ഇന്നത്തെ പഞ്ചാബ് നാഷണൽ ബാങ്ക്..!!
1960 ൽ റിസർവ് ബാങ്ക് ഓഫ് ഇന്ത്യയുടെ ശുപാർശ പ്രകാരം കേരള ഹൈക്കോടതി പാലാ സെൻട്രൽ ബാങ്കിനെ പാപ്പരായി പ്രഖ്യാപിച്ചു. 'നമ്മുടെ വാങ്ക് പൊളിഞ്ഞേ' എന്ന് ആർത്തലച്ചു കരഞ്ഞ ഒരു കസിനെപ്പറ്റി വല്യമ്മച്ചി ജീവിച്ചിരുന്നപ്പോൾ പറഞ്ഞുകേട്ടിട്ടുണ്ട്....!!😞
ബാങ്കിന്റെ തകർച്ച കേരളത്തിൽ പ്രത്യേകിച്ച് മധ്യ കേരളത്തിലും മലബാറിലെ മലയോര പ്രദേശങ്ങളിലും വലിയ പ്രത്യാഘാതങ്ങൾ സൃഷ്ടിച്ചു. നിരവധി പേരുടെ നിക്ഷേപം നഷ്ടപ്പെട്ടു, ചെറു കമ്പനികൾ അടച്ചുപൂട്ടി, ആളുകളുടെ ഇടയിൽ അനാവശ്യമായ ഭീതി സൃഷ്ടിക്കപ്പെട്ടു, പഴയ തമിഴ്‌നാട് കല്ലടയ്കുറിച്ചി പലിശക്കാർ വീണ്ടും തിരിച്ചുവന്നു.
പാലാ സെൻട്രൽ ബാങ്കിന്റെ തകർച്ചയിൽ വലിയ രാഷ്ട്രീയ മാനങ്ങളുണ്ട്. സ്വാതന്ത്രം പ്രാപിച്ച് വെറും 13 വർഷം മാത്രമായിരുന്ന അന്ന്, കേന്ദ്രനേതാക്കളുടെ സ്വേച്ഛാധിപത്യപരമായ നിലപാടുകൾക്കെതിരെ ഒന്നും ചെയ്യാൻ കേരളത്തിലെ കോൺഗ്രസ്സ് നേതാക്കൾക്കായില്ല. ഒരു വിഭാഗം പ്രവർത്തിച്ച് വിജയിപ്പിച്ച ഒരു സ്ഥാപനത്തെ തികച്ചും ഏകപക്ഷീയമായ തീരുമാനങ്ങൾ കൊണ്ട് തകർത്തു തരിപ്പണമാക്കിയത് നോക്കി നിൽക്കാനേ അന്നവർക്ക് സാധിച്ചുള്ളൂ. പതിനായിരക്കണക്കിന് കോടികൾ വെട്ടിച്ച് നാടുവിടുന്ന കോടിശ്വരന്മാർ ഇന്നൊരു വാർത്തയേ അല്ലാതായിരിക്കുന്നു. അവകാശങ്ങളെപ്പറ്റി വലിയ ധാരണകളൊന്നും ഇല്ലാതിരുന്ന ഈ വിഭാഗം എല്ലാം നിശബ്ദം സഹിച്ചു.
എന്തായാലും ഈ സംഭവം മധ്യ കേരളത്തിലെ നിരവധി പേരുടെ ഇടയിൽ വലിയ രീതിയിൽ അരക്ഷിതാവസ്ഥ സൃഷ്ടിച്ചു. തങ്ങൾ ഇപ്പോഴത്തെ രാഷ്‌ടീയ സെറ്റപ്പിൽ സുരക്ഷിതരല്ല എന്നവർ കരുതി. ബാങ്കിന്റെ പതനത്തിന് ഏകദേശം 3 വർഷങ്ങൾക്ക് ശേഷം അവർ ഒരുമിച്ച് കൂടി കോട്ടയം കേന്ദ്രമായി ഒരു പ്രാദേശിക രാഷ്ട്രീയ മുന്നേറ്റം ആരംഭിച്ചു, "കേരളാ കോൺഗ്രസ്സ്" എന്നായിരുന്നു അവരതിന് നൽകിയ പേര്.. ശേഷം എല്ലാവർക്കും അറിയാവുന്ന ചരിത്രം.... 😇😇
