The blast that you saw early in the video was from a pistol called the Up-n-Atomizer. It's basically an alien blaster that bounces people and vehicles and it was the best weapon they added to GTA online
It reminds me of the Noisy Cricket from Men in Black.

That Vehicle at the start of the Episode is the Peel P50 the TINIEST Car and holds the Record for it. It holds a tiny engine a 49-cc 4.5-horsepower single-cylinder two-stroke Zweirad Union engine mated to a three-speed gearbox. And can get up to (Depending on the weight of the Driver) about 38 kmh or 23.6 mph? Also it has NO Reverse Gear so what you must do is exit the vehicle and pull the Handle on the back of the Vehicle to reverse or in some cases get out of the way.
