Its the control valve assembly. Its either the check valves not sealing properly allowing oil back to tank or the spool is leaking and opening the check valves enough to allow oil flow back to tank.
Lower outriggers and disconnect the hoses at outriggers and put in bucket. Start engine there should be no flow out of control valves in centered position.
You can remove the rod pin for each outrigger and extend the cylinder rod. Test the leakage past the cylinder piston seal by applying pressure for 5 seconds to piston side with hose off on rod end into a bucket to catch oil. Should be minimal and the same for each outrigger.

The oil is going by the gland nut packing in Cylinder,And you have it wrong there is no content pressure in that tube when you let off the value it is just held by volume rather than pressure ,oil goes in or oil goes out then there is pressure on one side of the gland nut or other,I hope you can think of what I am trying to say ,Charlie.
Or a simple leak down test with air and a gauge. Works every time.
Did you ever find out what the problem was with the outrigger?
It's in the cylinder it's by passing the pistion on the inside. To double check put the cylinder all the way up and take the barrel end hose off and plug the fitting on the cylinder then do the same with the rod end if it leaks down the seals are out of the pistion or the pistion is loose on the rod. retrack the cyl all the way up, take the hose off the other end then try to keep retracting the cyl. if you get oil comming out the open fitting you know that the piston on the inside is leaking by good luck on the test phil m

If it's under a warranty of some kind then take it to get it checked out and repaired would be the best way for that machine most likely

Mine was the valve , doing the same . open that back panel and look if there is a check valve . if it is the valve is cheaper and easier then the cylinder
Kevin how do you know it's not the line itself leaking off
There would be a leak most likely with a line
Try making a short hose and run it from one port on the cylinder to the other and see if it leaks down

Easy test. Drop the leg and remove both hoses. Apply as much air pressure to the bottom inlet. Listen to the opposite inlet or do a leak down test with a valve and gage, the rest is history. Unless the system has had a serious overheating 99.99 % of the time it is the cylinder. They take the most abuse. Good luck bud.
