Well, with the russia track record with a nuclear power plant, it's probably a safe bet. But all jokes aside, it's a billion a year. Every 2 years, that's enough for 1 plant, as opposed to only getting help building one American can just fund it all together.
A billion dollars could be used mostly immediately by a failing Egyptian economy. Conversely, Egypt wouldn't see the fruits of their new infrastructure for another decade or so.
In the long run, nuclear power, trains, and food will keep the population running and happy, but Egypt's currency is taking a major hit, and they might want immediate resolutions.

It's not that easy to do with military aid either, but it helps the dictatorship maintain control and enables them to wage war for their interests. They don't need to embezzle it for it to be worthwhile. Not saying they don't do it at all of course.

Military aid is often outdated vehicles or weapons from reserve. You can't give M113 to your citizens, but what you can do is send it to countries like Ukraine wich would even save you some money you would spend disposing this M113.

If Egypt sends Russia missiles, Russia shoots those missiles, and that missile is a dud/a piece survives the blast, then people on the ground will take it and analyze the missile. Egypt would have a lot of explaining to do when Ukraine reports to American intelligence that they found Egyptian/western components inside a Russian missile

"Going with the right side" won't pay it. The economic value of denying Russian expansionism is well in the trillions. Even if US and friends spend hundreds of billions of dollars winning the war, they won’t’ve lost as much money as if they’d let Russia win.
The second thing to keep in mind is that most US military aid isn’t in cash. The US loves to give weapons / require that money must be spent on US weapons. In that case while the US govt spends billions, most of that money ends up in the US economy, which just ends up (in the long run) mostly taxed back to the US govt (though some of that ends up in rich people’s bank accounts forever). If the US govt spends on US manufacturing, the money didn’t really leave the US, the weapons did, and the US has plenty of weapons.
I know that a billion dollars is an absurd amount of money for an individual person, but countries aren’t individual people. They’re millions of people, which can make big numbers small per capita.
