That's not how these holes are usually formed. They come from friction from walking. Its pretty common with people with larger thighs. Nothing to do with bad hygiene or dry skin.
I patch jeans this way, but use smaller softer patches on the inside.

I find that because inside patch will curl when geans are washed and dried, the patch edge needs to be sewn also ??

😂 nope. Holes anywhere else are fixable. Holes at the butt are now jeans used for scrap.
Quit scratching in between the leg's and you want have torn up jeans .Wash real good and put lotion in spots that are itchy
