you could in fact put that block on the kick panel without having to weld studs...go to harbor freight in the back and find a nut sert (threaded rivet installation)tool kit. mark your holes for the block , drill and install the appropriate size , kit has up to 1/4-20 which is more than enough to hold a wire and fuse block to sheet metal. then put some threaded studs in or just run 1/4-20 bolts .
I heard you comment about that fact that you can’t remove the wires once you installed them, they actually make a release tool for that. If you are interested, I can show you a picture of them
