First of all he wasn't in Congress ..He was a diplomat in the USA,China,etc during Congress tenure..He played an important role during Congress as an ambassador to china and helped resolve issues with china at that time and then when BJP came We got Sushma Swaraj as our Foreign Minister and at that time Sushma Swaraj appointed Dr.S Jaishankar as Foreign secretary and after the demise of Sushma Swaraj as being foreign secretary... jaishankar took over Foreign Ministry and to do that he should be a member of parliament so he became MP from Rajya Sabha with BJP party so he is more like a diplomat then a Politician as he himself claims that he is still a diplomat and would take time to become politican
