I want to jailbreak my Samsung, is that the same thing to rooting, it’s just I heard the jail breaking your phone can make it go faster

Jailbreaking is the iPhone term for rooting your device, so to answer your question, yes.
But there are alot of things you have to do before your phone becomes faster after rooting.
Once rooted the phone does not immediately become faster, and in some cases can slow down.
You need to download software to make it work how you see fit once rooted.
Iphones do not have these same capabilities

I never got to the screen ln my phone that shows at 8:15

You may have missed a step earlier in the video that disabled you from seeing USB debugging. If you don't type the *#0#* code beforehand and get to the dialpad menu. You won't see it.
