I think the GM played too safe and didn't realize how op the stat boosts were. He tried to play like he plays normal comp. That's why he lost. Would have been interesting to see him play one more game after Jay.
I think the big difference was that Qualid was playing too passively while Jay was more aggressive. Because Qualid was too far away from the enemy the damage falloff was really felt so he couldn't secure any kills.

The mercy gold beaming constantly when DPS/Supports are gonna get instant melted regardless instead of damage boosting when they need every bit of damage they can get because they miss most of their shots on tracer is hilarious

Jay being a lot older than Qualid is an advantage to me. He is clearly better than Qualid at Tracer's positioning and decision-making, which come more with experience. Also, kinda insane even though both are top500, but the Tracer's skill difference can be so clearly seen. Normally it's hard to see the difference between x hero of two top500. ps: Jay also has 200subs on the line, so there's that.
Oh that's the guy that was Smurf stacking that I had to literally 1v5 against to win........it's crazy how many top 500 players I've met while casually trying to rank up.
