(In the first presidential debate, in 1960, neither candidate-Nixon or Kennedy-was the President. Nixon was Vice-President; Eisenhower was a termed-out President. There were NO presidential debates in 1964, 1968, or 1972.) The first presidential debate in which an ELECTED President was a participant was Carter vs. Reagan in 1980.
His point is clumsily-made but it's not inadmissible. He's making a point about the strategic priorities of a Ford-led administration, that it would deal with eastern European countries as their own sovereign nations and not as puppets of the Soviet Union. But the line is "there is no Soviet domination of eastern Europe" which, taken out of context, is completely false.
