So much of lay involvement depends on the Pastor. I've been in a congregation where the laity was very involved. The Pastor told me he could almost solely focus on preaching and teaching because everything else had already been handled. In another congregation, the Pastor was more of a micro manager. This resulted in a reluctance to volunteer from much of the congregation. This isn't rocket science.
