This is an arc furnace. A massive construction to recycle hundreds of tons scrap steel using hundreds of megawatts of power. It heats the steel to a boil using electrical arcs coming from massive graphite electrodes. A "run out" is when the internal brick lining of the furnace somehow breaks and the hundreds of tons of white hot, liquid steel escapes and flows out of the furnace. The sheer power of these furnaces is insane.

@@franciscoosuna259 Language underneath the english words on the sign is Indonesian or Malay, and the reverse side of the stop sign the guy is holding says 'jalan' which means 'to go' in those languages. So its probably Indonesia.

This is in globe Az I helped clean up they started furnace with out enough copper in it and too much heat with anodes burned through bricks
