Yes, it is true, Japan is late to take measures to enforce social distancing rules like other countries - that is because Japan laws forbids government to lockdown the country to avoid total & economic national crisis. Only convenience stores, supermarkets & restaurants remained open to feed the people here, but most of them have shortened their original operational hours. Everything else is closed, so Japan has become a Ghost Country now. Japanese were reluctant to postponed Olympics (but do so anyway) for 2 reasons - the billions of yen revenue from advertising & property rental to host visitors & athletes have to be mostly shouldered by the Japanese government, not IOC. Secondly, it is a cultural norm in Japanese to uphold a promise made public. There is a Japanese proverb that Japanese adhere to - "Even if you have to lose your head, never ever break your promise." To us Japanese, no matter how understanding this virus situation is that plans have to be cancelled or rescheduled, breaking a promise consequently means we may never gain the trust again (or business relations) of the people we promised to but have to break.

Even the young ASMR-tist himself was joking around how no one gives a damn about Coronavirus. Clearly, he's correct! Street vendors wearing surgical masks on their chins. Even the ASMR-tist removed his mask a couple of times during the video. No one wearing gloves. No one using hand-sanitizer. It was surreal watching that!

Japan has a very complicated Health care system and also very weak. If you are a tourist or a foreigner visiting Japan on Business and you don't have medical insurance, you are good as dead. I found it very difficult to get treatment for sore eyes ( from a clean country) and a sore throat almost impossible. I knew exactly what I should take but prescription drugs are unaccessible. Doctors in Clinics dont speak English and luckily I had my Business Partner with me. The Doctor asked what Antibiotic I wanted for my throat infection and sore eyes. I prescribed myself and he wrote it onto to a prescription. This is the JAPANESE Healthcare which no one knows!!. I can imagine when the correspondent says its difficult to get tested.
One factor is Facemask has faulty margin too not all mask the same some have defects. Another will be that smallest droplets is not filtered only the large one, facemask able to slow down the spread to certain degree it is not complete immunity wearer still vulnerable to low inoculum spread.
If the low numbers were artificially fudged for the sake of Olympics, it's going to ruin Japan's reputation at the global stage, perhaps forever. The only way out for them would be to contain the outbreak, and quick. And be more transparent this time.

True. I live in Japan and it's very relaxed here. Everyone can go out anytime and go anywhere they want. Although there is no strict lockdown most people just choose to stay at home for fear of catching the killer virus.
