Peter F Hamilton wrote a short story about this. 'Watching Trees Grow' - where the Roman Empire began a breeding program to increase human lifespan and never ended. It follows a detective from an 'Old' family spending 200 years investigating a murder of one of their members, while the technology rapidly accelerates as society develops. From electric cars in the 1800's to Starships in the 20th century. Good story.

The fall of Rome in 476 AD marked the beginning of a period known as the Middle Ages, or the Dark Ages, in Western Europe. This period was characterized by a significant reduction in economic activity, urbanization, and cultural and technological production compared to the Roman Empire.
It is difficult to precisely quantify how many years Europe "fell behind" due to the fall of Rome, but some historians suggest that the continent experienced stagnation or even regression in several aspects of development for several centuries. It is considered that Europe began to recover and advance again with the Renaissance, around the 14th to 16th centuries, when there was a resurgence in art, science, and exploration.
Therefore, it could be said that Europe experienced a relative delay of approximately 800 to 1,000 years in certain aspects of its development due to the fall of Rome and the subsequent period of the Middle Ages. However, it is important to note that this assessment varies depending on the specific context (economic, cultural, technological) and the region of Europe in question.

the idea of rome is still alive in society to this day, from law making to urban architecture, planning, military strategies, and art. rome as a country only seased to exist when the fall of constantinopla hapened 500 years ago, so its obvious that its effects are still long lasting, but its economic, and civil sistem was doomed to fail given time, in the end we can see the european union as a new form of the roman empire, a unification of europe, at least that was the idea when it was formed, "inspired by" the roman empire.

Now that streaming is drying up dvd/bluray revenue studios won't take chance unless its a guarantee it'll make $200-$300M worldwide. I think our society might revert back to that once we reach a technological plateau, the current paradigm of rapid advancement has resulted in each decade having its own particular style but as you go further into the past styles persist longer and the longer they persist the more refined they become, hence classical music, classical architecture, etc. Suppose your business is making boats and it's a family business going back across the generations 500 years, in that time each of your forefathers have learned and added to a body of knowledge regarding boat building, including how the boat is designed to be aesthetically appealing. But then someone invents fiberglass and outboard motors, now wooden sailboats aren't in fashion anymore, they're beautiful, elegant, reliable, but the fiberglass motorboat is cheaper and faster, so that legacy is shelved in favor of making modern boats. In 1000 years hence technology hasn't advanced meaningfully for the last 500 years, the making of interstellar ships has become a family business again, a new legacy has been developed, and with that legacy the ships are once again beautiful, elegant and reliable.

In the grand theater of history, the Roman Empire emerged as a celestial symphony, a cosmic opus of ambition, conquest, and grandeur. Its vast, sprawling dominion stretched across the face of the known world like the shimmering aurora borealis, casting a resplendent glow on the canvas of time.
At the heart of this celestial spectacle lay Rome, the Eternal City, a glittering diamond set within the fertile cradle of the Italian Peninsula. Within its hallowed walls, the city teemed with life, energy, and the indomitable spirit of its people, who labored tirelessly to forge an empire that would echo through eternity.
Rome's emperors, those visionary titans who bore the mantle of destiny, were like celestial constellations, their radiance guiding the course of human history. Cloaked in the ethereal mantle of divinity, they held the fate of the world within their grasp, their fingers entwined with the gossamer threads of destiny.
The legions of Rome, a formidable tempest of iron and determination, swept across the continents like a whirlwind, carving new paths through uncharted territories and nourishing the roots of the empire with the lifeblood of conquest. The golden eagle, emblematic of their unyielding spirit, soared high above the battlefield, its wings outstretched, encompassing the vast expanse of the empire's reach.
With each triumphant conquest, the symphony of Rome swelled in glorious crescendo, its harmonious melodies reverberating through the annals of history. The empire's intricate tapestry of art, philosophy, and architecture wove together the disparate threads of humanity, creating a vibrant mosaic that reflected the dazzling brilliance of its achievements.
In the annals of human history, the Roman Empire stands as an eternal symbol of mankind's capacity for greatness, a lush, verdant refuge amidst the arid sands of time.

*Rome, an empire that never felt. Write a long text about an ambassor from a far away land that travels to a futuristic Rome and its marvelled by its magnificence.*
The ambassador had heard of Rome's greatness from the elders of his land since he was a child. He knew of its vast empire, its powerful armies, and its incredible feats of engineering and architecture. But he had never imagined the splendor he would witness upon his arrival.
As he approached the city, he could not help but feel overwhelmed by its size and magnificence. The buildings towered over him, the streets were bustling with activity, and the air was filled with the sounds of a bustling metropolis. He had never seen anything like it.
As he made his way through the city, he was struck by the incredible technology that had been developed by the people of Rome. He saw flying vehicles, towering skyscrapers, and advanced communication systems that allowed people from all corners of the empire to connect with each other instantly.
But it was not just the technology that impressed the ambassador. He was equally amazed by the beauty and grandeur of the city. He saw stunning works of art, intricate sculptures, and awe-inspiring architecture that showcased the talent and creativity of the people of Rome.
Despite the vast differences between his own land and this futuristic Rome, the ambassador felt a sense of familiarity and camaraderie with the people he encountered. He saw the same human emotions and struggles that he knew so well from his own people, and he recognized the same values of family, community, and honor that were so important to his own culture.
As the ambassador prepared to leave Rome and return to his own land, he felt a sense of admiration and respect for this incredible civilization. He knew that the people of Rome had faced their own challenges and struggles, just as his own people had, and yet they had persevered and created something truly remarkable.
The ambassador left Rome with a newfound appreciation for the power of human ingenuity and the incredible things that can be achieved when people work together towards a common goal. He knew that his own people could learn much from the people of Rome, and he felt a sense of optimism and hope for the future of humanity.

To expect Rome would just not collapse and somehow come up with all the technological advancements after it is highly unlikely. Especially with the fact Rome collapsing led to other empires afterwards which were necessary for scientific and technological advancements.
So it would lead to stagnation which is what led to collapse in the first place.
Getting broken up into smaller Kingdoms means they have more of a reason to go their own way and come up with new ideas. The more older and archaic it is, the harder it is for them to accept novel ideas. It's why USA was able to advance so quickly. Establishing a new country from scratch means you don't have any of the baggage of past like others have so less holding you back.
