I liked this definition found in the minimal wave forum: "minimal" is a term we inherited from the industrial fans and goths who started getting into electronic pop, but were hesitant to call it electronic pop, synth pop or whatever, since they had to distance themselves from the commercially successful synth music".
I am not sure, but, according to discogs it was released in 1986 by the Spanish label 'Auxilio de Cientos', and re-released in 2005 by 'Genetic Music'.
