The soundwork and music score are awesome in this movie. Here is this scene, the music kicking in with a deep sound, combined with the harsh thuds of bullets impacting bodies, walls, and objects just drives home the impact of what Ma-Ma is doing.
I love how Dredd vanishes back into the darkness. He made sure Ma-Ma saw what he was doing, but went back to work. Also, I love the contrast in this scene. Ma-Ma is at the peak of her power. Running 3 miniguns for a long time, killing anyone she can just to get to Dredd and Anderson, but Dredd comes back and throws her First Officer off the ledge like it was just another perp. The camera pans away from her in such a way that clearly indicates that she knows it’s over, and Dredd won’t be beaten. She threw her best weapons at him-a display of power not feasible for a small-time drug lord. And she lost.
4:40 is probably the softest Dredd has spoken through the whole film. He sees Anderson is scared and he tells control (and her) that they can't stay and they need to get back inside
Main thing I noticed while watching this movie is how, there's not like a wasted frame in the entire movie. It's a short movie, but literally every single frame + cut communicates something important and moves the plot/story forward. Every scene or small little clip is interesting in some way. They really crushed it on this movie actually.
Only Dredd would have the balls to walk into full view of a kingpin top brass, throw one of their henchmen to their deaths and walk calmly back into the shadows... and no one opens fire.

That's the point. :). A good movie makes you hate the villain and cheer on the hero. They did a fantastic job. And Lena Headey is awesome in anything she does anyways.

Gotta underscore how cold the end of this scene is: That wasn't just some random henchman #14 there -- that was like her lead, right-hand man for her whole operation.
