I don't do facebook, but 24 Volts is the minimum needed to have 2mA through the light emitting resistor in the group of 4 ||4K. The other two LERs? will have 4mA. My first answer was wrong, I neglected to account for the LER? in the middle. :-(
Doing some hand wavy math, but I would say 24V at point A would be the minimum. I_load is then 8mA from the equivalent load of a 3K resistor. Each subsection of parallel resistors would then have 4mA through the 2K, 2mA through the 4K and again 4mA through the 2K lighting elements.
The *_lowest voltage_* at point A is anything *below -24V* (yes NEGATIVE!) I don't use Facebook so I hope you see this here @Keysight Daniel. I don't see anyone else suggesting a negative voltage so I think that is a *WINNER!* You have to listen to the wording of the test closely!

Now since I want to measure in the range of 2-3mA, I can't use the 600uA setting, but at the same time the 6A setting has an error of ±93mA according to the data sheet. So what's the correct procedure to make this measurement?
Aww, no luck. I really want one of those oscilloscopes. My cheap one broke a while ago and my TV oscilloscope had to go because it took up so much space.

12V is the answer,I checked it ,got factor of 8 additional,96/8=12 is then the correct answer :)

Often there's something between those two ranges. Honestly the best option would be to use a multimeter with a better range (mA).
