My control pod had the same issue. But the 8V and 18V were arriving in the control pod. There was no need to go to the subwoofer.
    How i fixed:
1 - Open the control pod
2 -There is a 16V 1000mF capacitor inside the contorl pod (I had to open the control pod, it's biggest one inside the control pod), i replace the capacitor. The unit still wouldn't turn on, so I went to step 3
3 - Near this large 16V 1000mF capacitor there are two 6.3V 100mF, two 16V 10mF and one 16V 220mF capacitors. They didn't seem damaged, they were in good condition after a visual inspection, but I still replaced the all of them. The unit still didn't turn on, so I went to step 4
4 - There is a resistance at the bottom of the large 16V 1000mF capacitor, (VERY SMALL, in fact there are two small ones side by side, they are close to one of the terminals of the 16V 1000mF capacitor. This resistance was not letting the voltage reach to the diodes, I had to solder a resistance over the one that was there since I was afraid to remove it. The unit finally turned on.
NOTE: If the problem is not with the subwoofer, with steps 2 and 3 the unit should turn on.

That 9v is for turning the control pod on/off. It has another power supply of 18v i think. Check that too.. i think you need to check the main power supply unit of the home theater. Open the sub box back panel & check the ac input voltage & also check the output voltage from the transformer..

I think you have problem with the 8v power supply.the amparage maybe. My 8v supply from the main unit was totaly dead. So i connected external 8v supply of 500mili amps, that time it was doing the same like yours. Then i use another 8v adaptor of 1amp supply. Now its fine.
