Yeah, but I remember a couple people saying in the past for POE1 that some monsters that spawn after you enter the zone not being affected by some of it, so I'm very unsure of it. POE1 wiki says it's to the rarity quantity boost but it's also "not confirmed"
Sorry when I say all mobs I am not including breach monsters. They are spawned during the map not upon opening the map so I believe it’s the same as poe1 in that regard and are not effected by the delirium Same for expedition etc Only exception in poe1 was legion as they are there at the start just “hidden”

It does effect all mobs in the map including the boss if you have one. That’s the “players are x% delirious tag”
