In that sense, the boys who committed this worst crime at their study abroad destination were thoughtless and too defamed Japan.
As a same Japanese, I am truly ashamed and think that the perception of voyeurism in Japan should be changed.

Sexual crimes are quite neglected in Japan.
It was recently brought to attention on X that in early February a male employee at a sales office in a major real estate company, Toei Jutaku, was found to be mixing semen in a female employee's drink and ransacking the women's restroom on X. This male employee was later arrested, despite being identified by the company and the police, There are no reports of his face or name.

When I was in uni back in the early 2000s. The same thing happened to a friend of mine. She was taking a shower and when she looked up there was a man peaking over the curtains. It was so sad to hear that it had happened to her, especially knowing how humiliating something like that is. And terrifying to hear that such incidents were a new thing that we all had to worry about in our dorms.
One of the major issues with the dorms at that time, was that any one could walk into our bathrooms. Other men who lived in the building, strangers who were visiting the building. We all operated by the honour codes, until one person decided that they wanted to violate someone else.

I'm no lawyer, but If the alleged suspect is a 19 year-old, this news story is likely to be overblown. Teenagers do stupid things. So unless this guy has serious psychological issues, and is a repeat offender, I'd say he'll likely be indicted for mischief (and stupidity - if that's a crime) but not thrown into prison.
