It all depends on what you expect. Pinguy OS has a lot of software installed by default. Can you get windows 7 to work at full speed on a pc designed to work with windows xp? To be fair in the video they do run the test distro on the same pc, so can make a fair statement about how it runs compared to other tested distros.

People from anywhere can compile source code for Arch and release it as a repo that can be installed and uninstalled exactly the same way as the official repos, potentially making the pool of open source software for Arch larger than that of Ubuntu/Debian. Too bad Arch is a pain in the ass (specifically with setting up X11 and wifi)...

NT4 was, in my opinion, the best UI Microsoft ever produced due to its simplicity and speed; I wonder how someone unfamiliar with it might react to it. It would be interesting to hear your mom's reaction to its interface. Keep in mind, I'm referring to NT4's original UI, not Active Desktop (you could upgrade NT4's UI to 'Active Desktop' after installing IE4)
It may be the Java version you have installed or the settings in Minecraft you are using. I found I actually get higher FPS in Linux Ubuntu compared to Windows 7.

Version 13.04 is a six month release - this is ongoing work based on Ubuntu release to get it ready for the next LTS ( long term support) version.

Many Distro's give you wireless out of the box but I'd go with Ubuntu if you want to be extra sure :)

Lubuntu is low in priority right now. Not the lowest priority though and definitely a higher priority than Ubuntu 13.10 when its released.
