Suggestion of keeping the turtle out for 12 hours out and 12 hours in water is completely incorrect.
Turtle should be kept in a pond or tank with convinience to get out in dry area to get sunlight just like the arrangement shown in this video. It has to be the turtle's choice to bask and swim. Turtle is a cold blooded animal, to maintain the body tempertature they need to get heat from outdside, therefore to get the heat they bask under sunlight (in captivity you should provide the recommended lights ). You can pull out the turtle and keep him to roam on land in your house for few hours.
