Actually it makes sense what Shinobu said, she probably wasn't looking to get THAT close to anyone considering she was planning to die when she met Douma. But I'd imagine her "annoying" Giyuu was just her trying to get as close to Giyuu as possible (without being a relationship) before she died.
The reason why she teases giyu is because she hates to see him alone and wants him to talk and socialize more , she just wants him to break out of his shell and have friends, they both enjoy talking to each other and giyu likes her attention (I think)

I think that most hashiras don't try to have a romantic relationship because of work, so they may have even had a passion that wasn't developed, another example of this is the relationship between the 3 surviving hashiras that improved a lot after the war ended, so if had shinobu survived, perhaps(probably) gyushino would have been more developed
