If you are still looking for solution.. able to resolve this issue in my case. Mostly this is getting when we are following the steps using cmd in Windows. As someone below confirmed try to use the same steps in Ubuntu or use some console tool like Cmder (I am able to resolve using this) in windows and follow the same steps. Hope it works for u.

That is probably caused by the wrong format. Make sure to type it correctly. Also this may help too: stackoverflow.com/questions/12768339/possible-backup-corruption-using-pg-dump-only-with-compress-parameter
