They left out the stripes because when they were making the Jungle Book, Shere Khan proved to quite a pain to draw because he is a striped animal and patterns like stripes and spots are not easy to draw.
I've watched this and the final side by side and the performance here by Mlit is identical to the one that Ollie did in the final. The only difference is Milt's design is more like Shere Khan! I prefer Duchess' clap by Milt too.
Some other notes on the differences in the scene versus the final version in the film aside from Thomas' removed stripes: 0:060:19 The animation for the end of the song and when Duchess introduces herself to Thomas apparently wasn't yet completed here. Also it appears that Duchess' line telling him her name was an alternate take that Eva did as it sounds different from the delivery in the final version. 0:26-0:28 The shot of Thomas' line "And those eyes" with his mouth actually saying the words onscreen, along with Duchess' reaction was replaced with a close up zoom shot of her eyes to better emphasize what he's saying in the former. 0:31 The part after the above bit where Thomas extends out his front feet like arms in human fashion was replaced and the time filled in with a quick shot of Marie looking on from the basket in starry eyed fascination.
How did he get the background to stay the same? Was he using transparent tracing paper so the cat showed on top of the background ? This is pencil so it can’t be cellophane
0:14 Kahl is taking his head shake to almost self-parodic levels here.
yeah seriously that’s way too much
O'Malley used to have STRIPES? I had no idea!
He kinda looks like Shere Khan.
Creo que O'Malley y Shere Khan estuvieron a cargo del mismo animador.
Milt Kahl

A mix of Shere Khan and Tigger.
He actually was inspired by shere khan... They removed the stripes to save time and money
