They are the ones that go over the chest and keep the back open, if the kid looses balance he will flip on his back keeping his head out of the water. If its the vest that covers font and back kid can loose balance and flip face first and wont be able to flip on his back causing him to drown.
I actually saw this happen once, the kid could have just turn himself, he had that capacity but he just stayed with the face down in the water and he had foot.
