This is allowed and fine by valve. Ofc you shouldn't use cheats in mm/official servers, for obvious reasons, but using server plugins to do stuff like this is perfectly fine.

Ohne sadly all pros currently are cheating with keyboard/mouse remapping/dma. Basically a rogue driver hidden deep in a cache file… possibly with a combination and spoofed looking drivers…
