This might be the easiest machining job for a device of this nature, mostly bores, dowel pins, and typical stock. Couple welds if you fabricate the pink part as is, otherwise make the red part a threaded locating pin. Could pump out a bunch in a day if you made multiple parts per setup, and a little time spent making jigs. A wonderful demonstration of a beautifully designed mechanism. Just don't scale it up too far without adjusting the thread pitch on the sine ways.
Serviced these mechanisms in rope / cord / textile manufacturing industry . Keeping it lubricated can be a problem because you have to keep the product lubricant free .
For others viewing and curious, the fishing reel spool oscillates up and down while the line follower stays still. The oscillating/reciprocating is accomplished with a Scotch yoke.

I see mechanisms like this used on automatic reels to make sure the rope/ hose/ etc is spooled neatly and properly
Only a day or too ago I saw this mechanism used on a small 3D printed winch mechanism to help spread the string onto the drum.
Same lol, but he had a very very similar animation on this mechanism ten years ago
