There are two traps around balancing combos in roguelikes.
There's the Isaac trap, where anything fun gets nerfed. It's pointless because the players keep breaking the game anyways, everyone just has less fun doing it.
The second trap is that you allow the combos be broken but then balance the game around them. This is harebrained. Roguelikes are random, and if you need a broken combo to win and it's all up to variance on whether you get any then that's a bad game. There's ways for games to decrease variance but there's a different trap hidden there I can't get into.
Maybe the only route to success is to balance the game without the broken combos, but let them happen. *This only works in singleplayer.* In multiplayer I don't even know what you do, I've never seen a game perfectly thread that needle.
