Idk if he was considering his friends time or what but when that officer asked via radio for a peaceful resolution, he shoulda just not said anything. They were obviously at the point where they would attempt a second entry into the tunnel and he could have used all that advantage to kill the remaining PD and escape no charges, friends free, with the added bonus of making the downed police wait even longer
