3:42 this mechanic is used to join the optic fibre cable with heat, it has nothing to do with speed and for speed machine they will have a yellow remote like machine.

Machine is called splicer, it is used to heat up and combine their end optic cable with the patch cord that goes in the patch box (white box) through your ont router. Patch box is used to protect the heated up combined cable inside the slip. Also the big box on their end is used to design setup all the other customers fiber wires including yours to protect from exterior conditions, the splicer is also used on that end with patch cord, connected to olt (optical line terminal) from where you get the light speed internet
