It's strange that you haven't been able to get faction goodwill with military but for some reason are through the roof with Duty.
Do you need a better mask to use the oxygen..I haven't played with toxic air mod yet....it seems super dope though.

You need a mask capable of using a filter, so basically any mask you can think of :)
