Yep! This is the Sega CD version (I own both). This is what Tommy Tallarico _wished_ he could have done for the Genesis version but for hardware limitations.
The music is higher quality while keeping to the spirit of the Genesis. This version also gets 1 new level. I'd love to see a proper sequel to this game.

I think this is the source version. Any other version they had to sacrifice bits like hell to cram it into cardridge, resulting in a low fi aesthetic

Not that I know of. The special edition was made specifically for the CD versions of the game; Sega CD and PC. I don't think #2 was released on disc

They did port the game to Sega Saturn and PS1 (Europe). It had remade music, excellent backgrounds, basically everything.
