Month away but stagger is damage and stagger damage check. If you have the rune and still cant do it it's because although you hit with stagger your missing a set amount of damage to maximise the stagger percentage you remove from the bar. Personally i think this shouldnt be in the game but I tested it with afew friends and we all came to the same conclusion. Stagger checks are complete bollocks and serve no purpose only to fuck people over in progression to enable credit cards.
