What's the best matter 1.0 smart device to get for my Google smart display?

If in UK none are available yes but April is when quite a few out of the box matter devices will be released, in the USA there I 1 smartplug available I think but I would wait 1 month like I am & then there should be a few to choose from.

Can u use this without the app?

Yes, you can use the air purifier without the app, you can just press the top buttons to operate the air purifier. Although it's nice to use the app mainly for setting a timer for when to come on or off, but not necessary.
