And unlike Childe who was weak af, she was strong enough(thanks to her Balemoon powers) to clear the entire 1-12 floors of the abyss but in reverse order and emerged into the New World(Tevyat). This is why even Pierro was shocked to see a descendent of Balemoon dynasty survive because by the time his dynasty came to power, Balemoon lineage had already self destructed and most of its descendent died or at least hid, until they forgot they belonged to the Balemoon heritage. This also opens up a new interesting plot point: there might be an entire civilization living in the abyss, and they might be the people of Balemoon dynasty who fled after the rise of the Pierro's dynasty. Arlecchino herself might have not known about her Balemoon heritage and powers hence she asked Pierro, who knew about the old Khaenriahian ritual and advised her to read the book Perinheri. Her signature weapon is also interesting, not only does it turn into a scythe when she uses it, but its also a tool of some old Balemoon dynasty's ritual, and might have been passed down to Arlecchino by her ancestors. Or alternatively, those Balemoon people who were worthy enough to challenge fate(sounds so much like Descender), were able to wield this weapon to its full potential, meaning she might have had already played the Battle Royale game long before being reborn as Peruere in Tevyat. This can also mean Perinheri was the FIRST Descender chosen, but he failed somehow, and then Arlecchino was selected as the SECOND Descendent and she succeeded to re-appear in the current Tevyat.
One thing to note though: Descenders aren't everyone whose origins are beyond teyvat. Origin, in fact, doesn't matter to get the descender status which is what we learned during the narzissenkreuz quest line. Descenders are those with a "will to rival an entire world", even if someone like that was born in teyvat and became as powerful, they'd still be labeled a descender. On the other hand, even if someone's orgins are not from teyvat but they do not have a "will to rival an entire world", they wouldn't be labeled a descender.

Since we know that having one's Vision taken away strips one of their ambitions, perhaps Visions trap said ambitions and seals one's Fate, keeping people from becoming Descenders as a result (as mentioned in the Nazissenkreuz Quest). So it's fair to assume that the Gods may have been scared of Arlecchino
Part of me wonders if she is technically stronger than some of the other top 3 harbingers however Arle is inherently far more fragile and is currently dying (hence why she’s setting Lynsey up to take her place). Considering her lore often emphasise her short life span especially compared to the other harbingers I wouldn’t be surprised if the thing that’s keeping her from the top spot isn’t her raw power but rather her lack of durability. For example Dottore is obviously incredibly strong but I wonder if his higher rank is also due to him having multiple copies of himself and therefore essentially being an immortal being that’s impossible to kill while Arle is prone to burning out completely (even if she takes the world with her).
I think she has more powerful source of power compared to the top 3 but she is lack of durability and experience (she is only est 27 y.o) also lack of knowledge (she didnt explore enough and know anything abt her whole family curse inheritance and the origin of the power itself, considering she only read the perinheri book that pierro recomends her). if she can overcome these three factors, she deserves to sit on top 3. SO I have several theories about this. But I think Arlecchino is in many regards the first delusion. That is a descender strong enough to rival this world. I think Dottore used her flames to experiment and develop delusions. Now what that really is is the opposite to a vision a fate destined by Irminsul. However this is so foreign for Theyvat do your body ages considerably faster. Another detail to pick up on is that Arlecchino consistently mentions that Lyney has enough conviction but not enough skill. She could be meaning to transfer her power at the point of death to Lyney to essentially revive the Crimson Moon Dynasty. It is also tied to the Hillichurl curse but I don't dare to guess how. Arlecchino teleports the traveller to the Crimson Moon domain were she can revive herself infinitely. It looks like the traveller recognizes the moon and become scared and tries to attack Arlecchino. However inside this domain Arlecchino has the strengh of a god, the closest similarity is Eis euphymia. I am hoping that the traveller takes a moment and explains to Paimon what she believes and by extension us, that was very well done in Sumeru.

If Dottore - more specifically; the Fatui - needed Arlecchino's fire for anything, it would already be his, especially considering the conditions under which she was made Knave. He could easily force her hand given the gap between their status and strength, but he's chosen not to.
