I imagine they go "man, people really hate Empire Total War. Must've been because of the quality victory cutscenes, we should cut that from the next game." I get that they focus their efforts elsewhere, but surely it can be made at least as good as this.
I think due to the rushed development, and so many unimplemented ideas in empire total war it causes a feeling of uncomfortableness. You feel like there should be more - game - but there's just not, just a husk. It's the video game uncanny valley.

So the reason everyone hates you is that in the base game there's a bug that gives you negative relations with other factions for not just razing cities but also occupying them. The more cities you take the more they will hate you, it's pretty annoying and it happens every campaign. There's a way to fix it by going into the game scripts and changing a value, but I am not a lawyer and you shouldn't follow my legal advice thank you
