- During a seemingly routine traffic stop, Captain James Porter is confronted by a privileged, angry, woman who claims to be friends with the Mayor. While writing her up for a traffic citation, Captain Porter is offered money by the woman to forget about the incident. When he calls the Mayor to ask about his relationship to this person, another offer is made. Captain Porter then decides to pay the Mayor a visit, looking to bring his reign of corruption to an end.
