Multifaceted answer incoming:
Tetris (at least based on other IP) is not old enough for the copyright to have expired, much like what happened with Winnie The Pooh and Steamboat Willy.
Also, there was apparently an almost direct ripoff of Tetris over a decade ago called Mino and, due to litigation, the game was removed from store fronts and discontinued. Tricky Towers appears to be different enough to be spared the wrath of copyright infringement.
