My husband works for law enforcement in Canada and he works on Right to Information files. According to this law you can only ask for your own information , not anyone else's. For example if someone has been in an accident or there is a case against anyone he can ask for his file. When the institution provides them the file only their own info is visible, if anyone else is involved, his information is redacted (hidden).
