We watched step by step how Carcetti came to be that, started with good intentions and ended up becoming the guy who he replaced. The Wire explains why things are like they are and why they cannot change. Anybody else in Carcetti's shoes would end up like him, betraying the trust he earned. Just like any poor kid is likely to end up in prison, Carcetti's fate is predestined and is not really his fault.
Early in the show you came across characters who had already been through that moral corruption process like Rawls, Royce, Landsman etc. Daniels was the first we got to see go through it in real time but he always had a sense of nobility about him. Carcetti went through the same process but he was always cynical to his core
Burrell was monolithic bureaucracy personified: he most likely climbed the ladder through a series of happy accidents and not pissing people off too much, and viewed his entire department as a liability to him professionally. He's the type of public official that wants to be upwardly mobile, wants more power, but can't say exactly what he wants as far as a higher level or more prestigious position past the commissioner's office. Therefore, the department has to deal with a leader who is more than willing to smack down even rank and file officers and detectives in order to attempt to make himself look to the administration like a competent leader besieged by incompetent subordinates he can do nothing about. The reality is that through his micromanaging of investigations, and staffing the department's leadership positions with weak and groveling yes-men (including Rawls, who's of the same bureaucratic species as Burrell, but with just a bit more intelligence and cunning), we the audience get to see Burrell's utter disqualification for the job to the detriment of the entire city. He's a man who has climbed to the top simply to claim it for himself, while keeping his boot on the head of the department planted firmly underwater.
Burrell epitomizes the 'more politician than cop' Police Chief/Commissioner. Rawls was the 'natural Poo-lice' turned social climber within the Police Department.

It’s interesting how RAWLS essentially became Bodie in this scene. He’s asked by the mayor to betray friend so he can improve his own position. Basically like Stringer asking bodie “are you ready to put the work in?”
Rawls was ready to betray him. Did you see the subtle shaking of his head while Burrell was getting chewed out by Royce? He knew what he was doing, even though Burrell is better at office politics than Rawls is. Rawls was playing the game, though it didn't pan out until right at the end.

Rawls had more operational know-how, but is also a good copper when he needs to be. It's just that he knew how to play the game and keep the bosses happy upstairs, so chose to follow orders from above.
The actor playing Forester (Richard DeAngelis) was obviously being ravaged by cancer when you compare how he looks here to season 3. I thought it was a completely different character initially.
Yeah you could really see and hear his health declining. So many actors on my favorite shows are dead when I rewatch them now, Sopranos, The Wire, and Oz.
Born and raised in Baltimore, I remember O'Malley when he was campaigning. While I can't speak for him when he went to Governor's mansion I can say I met him at least three times, going door to door talking to people and the guy did his job. The Wire captured everything that was going on.
In my humble opinion I truly believe this series was the best ever. The story lines and acting is superb. Over the years I’ve watched it 3 times and still love seeing it
