Hi Boizee. Legally, they can. However, Parliamentary Sovereignty extends only within the jurisdiction it is established and not beyond. Therefore, while it's possible to repeal an Act which granted independence, there's no obligation on the State it relates to, to succumb to another State's authority.

Ithink you will find the constitution of UK is written in magna carter bill of rights and is upheld by the queens oath, therefore parliament has not unlimited power but is under constraint by the coronation oath ,,, also when a person is elected to parliament the people do not surrender power to them but in fact its opposite they do the bidding of the people, or supposed too.
