I mean "disputes are resolved through a game of war hammer" definitely works in parallel to the new vegas vault 21 (21 because of blackjack lol) the entire thing is gambling, thats how they'd solve disputes and do everything, and it was an extremely successful vault but warhammer would actually require some strategy rather than just luck so it could probably work!
